On what grounds was he granted a British passport? Are all Aussies eligible for UK citizenship?

His mother is British. The child of a British mother apparently has an automatic right to register as a British national.

Highball has pointed it out - Hick's mother was born in Britain. Anybody with a parent born in the United Kingdom has a right to British citizenship.
