Elections in Iraq, but not in New Orleans? I'll bet some other jurisdictions would rent them some machines for one election. Not every jurisdiction is having elections in February. They could also use printed ballots as has been done in the past. The delay is nothing more than Blanco's attempt to maintain status quo.
