We will never know what prompted Arnold's decision. Would Gray Davis have granted clemency? Doubtful, IMO.
I agree with you about Gray Davis. Of all the issues, being tough on crime was his best. Plus he's not a very compassionate type. At least Arnold's personality is such that he is more of a touchy-feely-backslapping kind of guy.
