CSPAN1 web stream "unavailable"... Clicked on it, and a monotone voice said "This stream is unavailable, please try again later". CSPAN2 is working though.... Senate floor vote.

If you don't gain control of the TV at 7:00 PM, you can TIVO it at 3:18 AM EST (2:18 AM CST) and it runs approximately 56 minutes. (so, figure an hour long)
