Good man, but he shouldn't do that. Military members as federal government employees cannot accept gifts like that.

That is the most retarded statement about Military is a federal employee and can't accept gifts. Federal employees in power can't accept gifts from the public. But people have sent soldiers "care packages" since the beginnings of war itself. The military mail system delivers these gifts to soldiers.

Goverment employees can generllay accept gifts of up to $20/occaision $50/year. So if he only gave one $20 bill to each person, there shouldn't be a problem.
