"They(fines)may never have to be repaid."They'll probably try to make that a condition before they return to work.I know mass transit is critical in NYC.The estimate of a $700mill loss will undoubtedly go higher.The union may have succeeded in attaining some of their demands,but i'll bet NYers are PO'd.
