This is great background info. The way I see it, though, the POTUS doesn't even need a court's "permission" to fight a war. Fighting a war is part of his Constitutional obligation and authority. The way I have been reading all the posts since Dec 16 is that FISA does NOT apply to the POTUS fighting FOREIGN terrorists and no laws passed by the Congresscritters can ever reduce, limit, or withdraw that Constitutional authority. Why do you think NSA has been intercepting communications for decades?
