This is exactly what I predicted. Specter delayed it by two months, and regretably Bush let it slide. He was in South America and in distraction mode.
Now the Democrats will continue to delay it as long as they can. A week here, another week there, a request for documents, a call for another witness, and pretty soon Bush's term is up.
