Hey.......Zawahiri [or whoever is in charge] can CLAIM anything he wants. If he is claiming victory maybe the suicide attacks will stop and they can just use the MSM as puppets to trumpet their victory.
Meanwhile in the REAL world a Democracy is flowering in Iraq and if the attacks STOP, [if they are claiming victory THEY SHOULD], soon all of our troops can come home.
