My mistake. The total is $9.5B. I was subtracting the fees that end up in the General Fund.

The VLF is a personal property tax, not a user fee. Other than VLF fees, not deposited in the General Fund (used directly by the collecting agency as an offset), are proposed at about $9.5B. On proposed General Fund expenditures approaching $98B that's equivalent to about a 10% "supplement" to the General Fund revenues.
Under Davis's last proposed budget, those fees were at about $1.8B on about $96B in total spending. The contribution from fees was under 2%. As proposed by Schwarzeneggger for 2006-2007, on about $126B in total spending the contribution from fees is a little under 8%. That is a significant increase in just 3 years.
I think you and I are talking about two different things. I was just trying to figure out the makeup of the 125.6 Billion dollar total budget. I found the 3 billion (or 2.7 billion) I was looking for. I had missed the "Select Bond Fund expenditures."
Re your comments, which pdf document are you looking at? I couldn't find the chart you were talking about.
