I don't think this author knows the historical context of the Boxer Rebellion to even comment on this. Boxer Rebellion is supported by the state (the empress) AGAINST foreign occupation. From that point alone, i don't think the rest of the article merits anything because he is basing his viewpoint solely on historical perspective and he's getting it wrong.
But, he did say something right -- China isn't hiding the banking problem, and hence, it will not be a major problem down the road. It'd be more problematic if they were trying to hide it like SARS.
We will soon know, the WTO deadline is in December.
