Preschool initiative qualifies for June ballot (Meathead)

SACRAMENTO (AP) - An initiative sponsored by director and Democratic activist Rob Reiner that would fund preschool for all California children has qualified for the June primary election ballot, the secretary of state's office said Friday.

Reiner's Preschool for All Act would raise income taxes on the wealthy to pay for a year of preschool for all 4-year-olds. Reiner also is chairman of California's First 5 program, which provides programs for children up to age 5.

The initiative would raise an estimated $2.4 billion a year by increasing income taxes by 1.7 percent for individuals who earn at least $400,000 a year, or couples earning at least $800,000. It also would increase training for preschool teachers and require that they be paid at the level of public school teachers in the same county.

Just who's worldview does one think that these 4 year-old children will be learning?

I heard the commercial, it's a bunch of crap. THey claim if you send your kids to preschool it helps fight crime, reduce their dependence on welfare, etc. What a load of crap.
They claim attendance isn't mandatory, i bet it will become mandatory or they will just blow all this money down some public drainhole. Tax the Rich to pay for the children? Give me a break, when i become rich i'm moving to a different state, i'm already thinking about moving out of california, i don't want to be some commie bastards cash cow.

Preschool has good results now because of involved parents. Just sending a kid to preschool without parental involvement will not get the same results and to claim it will be the same is makes the speaker a liar.

The commercials are not sponsored directly by Meathead's campaign. That would cost money.

The commercials are paid for by California's First 5, using 100% tax money. Many suggest this arrangement is clearly illegal but it would be impossible to get Lockyer to prosecute his friend and heavy campaign donor.

California has to oppose this, it will put religious preschools out of business (since some judge will rule religious preschools can't participate in the program).

You could go to california schools for a thousand years and still not know how to spell cat. You could however, after one year of pre-school, know how to use a condom and sing the "International".

It would easily be defeated if California were to institute a simple electoral rule.

Each citizen is entitled to one vote for every dollar they paid in state income taxes during the last taxable year.

I am sick to death of those pre-school commercials. They basically want to create a giant beaucratic baby sitting club so mommy can run off to have a career or find some guy to screw.

Establishes right to voluntary public preschool for all four-year old children, administered by state Superintendent of Public Instruction and county school superintendents. Directs counties to prepare five-year assessments and annual reports regarding voluntary preschool curriculum, outreach, facilities, childcare coordination, teacher recruitment/ pay, and budgeting. Limits administrative expenses, and requires audits of county programs. Requires state Superintendent to develop preschool teaching credential with financial aid for teachers. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Increased personal income taxes on high-income earners beginning in 2007, with revenues reaching approximately $2.4 billion annually in 2010-11. Revenues would support an entitlement to one year of preschool for four-year olds beginning in 2010-11. I want to see these "scientific studies" that these stupid commercials are based on. I refuse to believe that one year of preschool will help increase high school achievement and graduation rates in the state of California. The root of the problem is poor parenting. Unfortunately the general population falls for this crap every time and will vote for a tax increase.

SACRAMENTO, Calif., Jan. 13 /PRNewswire/ -- "First 5 California has received word from the Attorney General's office that the Preschool for All Initiative has qualified for the June 2006 ballot. Over the next several years, between State and County efforts, First 5 will dedicate close to $1 billion dollars in order to give California's children quality preschool opportunities. Our public education campaign has been an important part of that effort for the children and families of our state. However, because the initiative has qualified, we have instructed our advertising firm to stop running our preschool advertisements. This has been done with the consent of our Commission."

First 5 California, also known as The California Children and Families Commission, was created following the passage of Proposition 10, which mandated a 50 cent-per-pack tax on cigarettes to fund education, health, child care and other programs to promote early childhood development for expectant parents and children up to age 5. Prop. 10 was designed to address the lack of public funding and support for early childhood development in the wake of a growing body of scientific evidence indicating that the emotional, physical, social and developmental environments to which children are exposed have a profound impact on their ability to reach their greatest potential in school and to become productive members of society.

Yes, but 8 years ago when the proposition was campaigned, the rigors of illegal immigration were not part of the emotional, physical, social and developmental environments to which children are exposed formula. Californians simply expected that these children would be sent back to Mexico, not entitled to a free education at the expense of the productive class.

Let's codify the original intent of the 14th Amendment and then vote on a free breakfast for US citizens.
