CA: A look at bond proposals from the governor and other lawmakers

Bills that would implement the governor's plan to sell $68 billion in bonds to help pay for his $222.6 billion public works program:

- AB1831 by Assemblyman Dave Jones, D-Sacramento, and SB1163 by Sen. Dick Ackerman, R-Fullerton, which would provide $2.2 billion for courthouses, seismic safety improvements at other state buildings, and health and safety improvements at state parks. - AB1833 by Assemblyman Juan Arambula, D-Fresno, which would authorize $6.8 billion for jails, prisons and certain other public safety facilities.

- AB1836 by Assemblywoman Lynn Daucher, R-Brea, and SB1164 by Sen. George Runner, R-Lancaster, which would provide $38 billion for school and university building projects.

- AB1838 by Assemblywoman Jenny Oropeza, D-Long Beach, and SB1165 by Sen. Bob Dutton, which would authorize $12 billion for highway and transit projects.

- AB1839 by Assemblyman John Laird, D-Santa Cruz, and SB1166 by Sen. Sam Aanestad, R-Grass Valley, which would provide $9 billion for flood control and water supply programs.

Other bond bills proposed by lawmakers:

- AB58 by Assembly Speaker Fabian Nunez, D-Los Angeles, which would generate nearly $9.4 billion for school, community college and university facilities.

- AB1046 by Assemblyman Dario Frommer, AB1047 by Assemblyman Lloyd Levine, D-Sherman Oaks, and SB491 by Sen. Denise Ducheny, D-San Diego, which would provide money to make seismic safety improvements in hospitals.

- AB1269 by Assemblywoman Fran Pavley, D-Agoura Hills, and SB153 by Sen. Wesley Chesbro, D-Arcata, which would generate funding for a variety of environmental programs, including new parks.

- AB1783 by Nunez, which would authorize an unspecified amount of bonds as well as fees and assessments to pay for transportation, flood control, environmental programs, housing, hospital seismic safety improvements and emergency communication equipment.

- SB395 by Sen. Martha Escutia, D-Norwalk, which would authorize an unspecified amount of bonds for court facilities.

- SB1024 by Senate President Pro Tem Don Perata, D-Oakland, which would raise $13.1 billion for flood protection, transportation projects, port improvements and housing programs.

One thing is clear. The Terminator loves bonds. First thing he did was to take out a bond issue to "balance" the budget. And now this.

Meantime he has done nothing to fix the energy and environmental regulation boondoggles that sent Gray Davis out of office.

We knew he was not a social conservative, because he favors abortion and perversion. Now we know he isn't a fiscal conservative, either.

There are a few here who would defend his ways and agendas to his last day in office, all of them.
