The intended contract will include a basic contract period requirement for supply and installation of necesary computer hardware and software and technical support covering communications from one national communications provider, and two options for equipment covering additional communications service providers. Agencia Federal de Investigaciones (AFI) is teaming up with the US State Department to deploy a nationwide electronic surveillance system in Mexico, to enable the AFI to monitor phone conversations and online messages from every telecom network in the country.

Hmmmmm. On the one hand I say - about time. On the other hand, won't many of those communications be made to the US?
