Since at minimum the 3 year old and the 6 year old have been born since then, if "The System" had done it's job and had the woman sterilized, that's two less kids that would have been beaten, and the rest could have been taken away and placed in homes with people who would raise them properly. That might include the occasional spanking or swat on the but-tocks (as Forrest might say), but not beatings, which is a whole other thing.
I hope the Child Welfare folks are proud of themselves, cause no one else surely is.
