There is zero question about your tagline. Jimmy Carter and his administration absolutely despised the Shah. They encouraged the Shah's opponents and most notably denied the Shah non-lethal crowd control equipment, so he would either have to shoot the fundamentalist rioters, or let them take over cities. Either way would result in a fundamentalist victory.
Carter's well deserved reward for this lunacy was the embassy hostage crisis, which cost Carter the presidency in a landslide. Prior to Carter, Iran was a vital US ally with naval bases, etc.
