look at how the 35-nation board of governors of the International Atomic Energy Agency voted on the resolution to refer Iran to the U.N. Security Council over its nuclear program, which was approved on a 27-3 vote with five abstentions:

Any country's government with lick of sense would see this as a pretty strong message against their nuclear program. This is of course would only hold true if any government with a lick of sense actually took the UN seriously. And of course we are talking about Iran after all, where the entire country's population only has a collective double digit IQ
