It is definitely a power struggle. Each branch has a sphere of influence, in wartime as well as in peacetime. The system works best when no one branch is permitted to run roughshod over the others.
The people are supposed to have a role too.
I think the "ROLE" that we the people have in this war....is reelecting BUSH to run it with the military....
NOT let Congress run it....like they did the Vietnam war.
