Interesting. I assume the basic notion would be that the applicant has a special security need, i.e., is a diamond merchant, etc.?

I knew a guy in the early '80's who had a class 3, and a couple of full-auto weapons. He had no "special security need", or anything of the sort. He just went through the process. It is time-consuming, and expensive enough that anyone who does it is going to be someone who really likes/wants automatic weapons, as it's too time consuming and expensive to do without actually obtaining the weapons. Nobody goes through it just for grins...
