I see it here in D/FW all the time, especially with Hispanics. Car seats are free at fire stations. No excuses. Flame on. One of the few things that still gets my blood boiling are these idiots who do not use car seats. I was surprized when i moved to DFW ten years ago that it was much more previlant than in my native Southern California. I asked a Dallas Sherrif about it and he said the driver he catch always cry poverty despite having a fat roll of twenty dollar bills or cultural issues.

That, and preteen kids riding in open pickup trucks at 75mph down the interstate are always eye opening.
