And if it turns out that global warming is a phenomena that occurs naturally due to a combination of solar activity, earthly trajectory through space, cyclic transactions between various components within the atmosphere, and all are substantially greater than any human-caused contribution...what then?
The earth has shown to increase and decrease in temperature for billions of years on a cyclic basis. (See Ice Age)
What these guys should do is STFU and stop generating all that hot air.

"cost-effective, market-based mechanisms" means rewarding companies that emit less carbon monoxide. As opposed to "mechanisms" proposed by Leftists that put liens and higher taxes on non-compliant companies.
If companies want tax breaks to lessen their emissions, so be it.
Makes about as much sense as asking a movie "star" about an opinion about the war. Why would anyone consider these people "experts?"
