So, are they going to level Sheffield, and incarcerate all it's citizens as menaces to society?

I remember very clearly when my uncle presented me with my first Genuine BSA Scout knife at age 8 (Dad gave me my first rifle for Christmas that same year). It wasn't my first knife but it was a genuine Boy Scout pocket knife with a can opener and a leather punch. Uncle told me to carry it always and "Be prepared"
Today, nearly fifty years later, I still carry a knife always...except of course to the airport when I fly commercial.
Next--- The British military is ordered to return home from Iraq and disarm and disband, giving all of it's weapons to the UN. The local Police are banned from having night sticks, and have to use their hands in catching criminals, but can use night sticks, pepperspray, and Tasers on law abiding citizens.

I have this fantastic idea. Why don't the UK authorities ban all weapons and enact the following mandatory
format for settling all disputes traditionally settled by physical combat?
Called the "Rock-Scissors-Paper" law, combatants are limited to striking their own palms thrice, the third time revealing their personal choice of "Rock" (closed fist), "Scissors" (two fingers extended), or "Paper" (all fingers extended).
Under the regimen "Rock breaks scissors, scissors cut paper, paper covers rock" disputes could be settled without bloodshed or other violence.
Legislators might consider adding the option "Best two out of three", a popular alternative when parties to a dispute feel they are disadvantaged by extraordinarily poor luck if the format is limited to just a single execution of "Rock-Scissors-Paper". Proponents of this option might wish to extend the codicil to "Best three out of five", "Best four out of six", etc.
