Sorry, there's no equivalence there. Let me spell it out: Country which has attacked it's neighbors (our allies) in the past, attempting to manufacture nuclear and biological weapons, and has used chemical weapons repeatedly in the past = valid target for interventionist foreign policy.

Country which wants to (in your view) violate the civil rights of 1% of it's citizens = none of our business.
