Cheney didn't shoot him with a shotgun. He just glared at him for walking into his line of fire. The effects of that brief glare were enough to require hospitalization.

IMHO, I think the White House's announcement on this accident should have been, "Vice Pres. Cheney shot a fellow-hunter in an incident that occurred this weekend. The victim is in good condition, but let this be a warning to the rest of you...."
