This guy isn't even in the county where the event happened. Does he have any jurisdiction, or is he just a Dem trying to get his name into the NYTs?

Well, Kenedy County is one of the least-populated counties in the nation - fewer than 500 - probably doesn't even have a DA; Kleberg County (county seat Kingsville) is likely the closest county with one, so they probably have jurisdiction.
