Sorry it took a while for me to get back to you. I wanted to review Chuck's tax reform position, to see how it applied to your question.

Chuck supports (and if he were in Congress, would co-sponsor) H.R.25, the "Fair Tax" resolution. This measure would scrap the Federal Income Tax entirely, and replace it with a National Retail Sales Tax. My understanding is that, under this plan, only retail transactions related to services and new goods are taxed. Therefore, any income you donate to charity would be tax free, with no annual maximum.

I am not familiar with the legislation to defund the ACLU. Do you know the resolution or bill number, or the name of the sponsor(s)?

I think there have been several that seek to update the Civil Rights statutes that allow judges to award attorney's fees in certain cases.

H.R. 2679 is one such example, but I think there are others.
