What I recall is that during the final days of the Fisrt Gulf War there were high level discussions with the Soviets - who considered Saddam their friend. IMO the result (us not pursuing the Republican Guard past Basra) was because we gave in to the Soviets. At that time the Soviets were still a major power.
Just by analysing the military equipment used by Iraq will answer this question.
Iraq had Soviet and Chinese versions of T-72, T-64, and T-55, not American M60 or M1.
Iraq had Soviet and French Aircraft, not American.
Iraq had Soviet and Chinese IFV, not American.
Iraq had Soviet and South African Artillery, not American.
Iraq had Soviet Scuds, not American.
Need I go on. Iraq was definitely a Soviet client state long before GW1. About the only help we gave Iraq during the Iraq/Iran war was some recon photo and that was during the time when it looked like Iran might be winning.
