I doubt if they would. The thing is, if they ever catch you there again they'll probably demand payement then.

Drivers make mistakes all the time. Any state that treats it's guests with outrageous ponzi revenue schemes is not worth visiting anyhow.
This has to be nipped in the bud at the USSC.

As an out of state resident I fought a bogus parking ticket in Boston once. When I refused to pay it, they said they have the right to flag my license in my state and I could be refused renewal.
I didn't pay it and 13 years later continue to renew every year in my home state.

You neglect to consider that New York and Connecticut have a reciprocity agreement with regard to Driving. I get a speeder in CT it goes on my NY license. So either he pays the fee or CT will suspend his license for being a scofflaw

Actually, they'd probably revoke reciprocity vis a vis your driver's license, arrest you for driving illegally in the state, then impound your vehicle.
