Last week, however, the state of New York notified him that it now considers him an "at risk" driver and therefore he must either pay the state an annual $100 tax or a lump sum of $300.And if he doesn't pay? Then what? The most they could do is suspend his right to drive in NY.
Which, to me, sounds like a win-win scenario.

Under the reciprocity agreements between NY, NJ, PA, MA and CT they share everything. He has no choice to pay it. Under the reciprocity agreement all actions levied by a court or DMV in one state is that the other states must comply. If he doesn't pay CT-DMV will suspend his license as a scofflaw from NY and when his license is suspended his insurance is canceled immediately.
