Mara actually said (on Brit's show) that we weren't inspecting containers at all! Fred called her on it and said we weren't inspecting them here but at their ports of origin. She stammered around and then threw out some small percentage as the number inspected, which frankly I didn't believe since she had already lied about the subject.

Just think about the precedent that has been set in these countries -- by allowing U.S. Customs officials to operate in their port facilities like this.
