UN peacekeeper sex abuse still "unacceptably high"

Sexual abuse charges against U.N. peacekeepers remain unacceptably high due to a persistent "culture of dismissiveness" in field missions, a U.N. diplomat said on Thursday.

It could take three to four more years for a reform program to fully take hold, Jordan's U.N. ambassador, Prince Zeid Ra'ad Zeid al-Hussein, said in updating the U.N. Security Council on how the problem was being addressed.

A spike in allegations was "not entirely unexpected" since a system was now in now place to facilitate complaints, he said, and all the reform elements had not yet been implemented. Al-Hussein was asked by the United Nations to recommend reforms after issuing his findings a year ago.

The United Nations has so far investigated allegations against 295 troops, police and other staff, said Jean-Marie Guehenno, the U.N. peacekeeping chief.

To date, 170 of these individuals have been sent home or dismissed, Guehenno said. Seventeen of the 170 were civilians, 16 police and 137 military personnel including six commanders.

"We are making headway in laying the foundations for the prevention of the problem in the longer term," he said.

The United Nations has 18 peacekeeping missions with over 85,000 staff from more than 100 countries and an annual budget of nearly $5 billion.

While a reform program was still being implemented, the most effective measure against abuse would be full enforcement of a ban on prostitution, he said.

In order to be acceptable, every person must get to engage in roughly the same amount of sex abuse. It would not be fair to have some engaging in rampant sex abuse, while others have little or no sex abuse.

Since it is very difficult to stop the worst offenders, the only way to produce an equitable sex abuse distribution profile is for those who are not currently engaging in sex abuse to start making efforts in this area. If the least active sex abusers can be persuaded to engage in at least a little sex abuse on a regular basis, the distribution profile can be improved dramatically at very little cost.

Remedial classes in sex abuse for chronic non-abusers are to begin immediately. All segments of the United Nations Operations will be expected to participate in this sex abuse program and set realistic 1-, 5- and Ten-Year targets for Sex Abuse Campaign participation..

No doubt. So, if at the end of the year they still haven't reached the "acceptable limit", is someone supposed to march out and knock one off for the team?

If a system at the very least acknowledges that there is abuse within, then there is at least the possibility of accountability and order being applied to the oversight of that system; even the remote possibility of redress (of grievance) and reform (of systemic fault).

I hope that the UN can work out these issues, from a new headquarters, in the Hague or Tehran. They do not belong here, and as they daily demonstrate, do not deserve to be here.

Both al-Hussein and Guehenno made a plea for full U.N. funding for in-house investigators from the Office of Internal Oversight Services, which took control of all sexual abuse inquiries last May.

U.S. Ambassador John Bolton, who scheduled Thursday's briefing as the Security Council president for February, said he was troubled no OIOS official had been allowed to participate in the meeting.

The unit took control of all cases, but was not allowed to participate in a meeting that may talk about sexual abuse?

The United Nations has accused peacekeepers and civilian staff in Congo of rape, pedophilia and enticing hungry children with food or money in exchange for sex.

Add "drowning innocent women in Oldsmobile 88s" to the list and it sounds like any ordinary weekend at the Kennedy compound to me.

Fox News just played a video clip of a UN Range Rover driving by with a prostitute in the passenger seat.

I am so grateful that my US taxpayer dollars go to that organization. (sarcasm)

Apparently you miss the point.

The UN is a secular vehicle which refuses to acknowledge the virtues of Christianity or Judaism.

Subsequently, their "international force" is about as virtuous as the prostitutes they solicit.

Without faith in God, our own military and nation would probably behave just as unethically.

The UN has failed at everything it has been a part of, and it will never succeed at anything it attempts.

This is simply because the organization is devoid of faith in God, and the ethics this faith brings.
