First off if he was there they tried to kill him. Secondly, if you think throwing a few hundred to a thousand Rangers in to the Tora Bora Mountains would have somehow "assured" of us killing UBL......You don't have a true understanding of those Mountains...nor how operations are run. Throwing a thousands Rangers on to that Mountain would not have assured us of sh*t!
Lastly, the reality is UBL was very likely gone out of Tora Bora by the time the heavy bombing began. He has left that region likely 7-10 days prior (regardless of what Gary Berntsen has to say....he is trying to sell a book ya know).
