Looks like they are loosing the civil war. Their generals must not have sufficient resources to continue the fight. And their counterpart new media gain ever increasing successful battles against them on a daily basis. Much like what happened in the pacific in the 40's is now repeated. Island hopping. Only neutralize those island garrisons really required to win the war, without over straining ones resources.
