How bout a monitor with a 2" tip?
Dispensed from a tanker..with soap mixed in. Sure, the stream wouldn't run long, but they'd react like a vampire getting hit with holy water.
Of course, if I were running things, there wouldn't be any fire hoses involved...except to put out the fires after the A-10s from the Maryland ANG were finished working these guys over with napalm.
