Vital Perspective has the full text of the embargoed report by IAEA Director-General Mohamed ElBaradei, "Implementation of the NPT Safeguards Agreement in the Islamic Republic of Iran."

In the Current Overall Assessment section, ElBaradei writes that even after three years of intensive Agency verification, the IAEA still cannot conclude that there are no undeclared nuclear materials or activities in Iran.

The finding was essentially an admission that the agency cannot establish whether Iran is hiding aspects of its nuclear program that it is obligated to report to the IAEA, the U.N. atomic watchdog, under the Nuclear Nonproliferation Treaty.

That Islamo-fascist sympathizer heading up this useless organization writes a report that amounts to the equivalen of a disinterested shoulder shrug.

This is the IAEA and UN in a nutshell:

We will overlook the obvious, ignore the imperative, bilk industrialized countries out of billions, then blame it all on Israel and the US.

The evidence of Iran's intention to embark on full-scale uranium enrichment appeared to jibe with news of lack of progress in talks between Moscow and Tehran meant to move Iran's nuclear enrichment program to Russia, thereby defusing concerns it might be misused to make nuclear warheads instead of fuel.

Yes... I also thought that these two events appeared to jibe.
