But Israel does have a diplomatic mission in Dubai, and if President Bush is successful in his diplomatic initiatives, Isreal and UAE will normalize relations and establish embassies soon.

UAE denies as 'false rumors' reports of Israeli diplomatic envoys in Dubai
By Yoav Stern, Haaretz CorrespondentThe Foreign Ministry of the United Arab Emirates has denied reports that Israel has diplomatic envoys in Dubai, saying they are "false rumors."
The announcement, made through the official news agency, added that the UAE was committed to the Arab League's 2002 peace initiative, stipulating that the Arab states would normalize relations with Israel if the latter withdrew to the 1967 borders in the West Bank and Golan Heights.
The Haaretz report that Israel had sent diplomats with foreign passports to Dubai was widely quoted in the Arab and Muslim press, including newspapers in Iran. According to the report, the Israeli diplomats had been in Dubai for a number of weeks and their arrival there was made possible following talks that went on for many years. Under the reported arrangement, the Israeli diplomats were working in Dubai under wraps.
Meanwhile, official sources in Algeria and Yemen denied reports that appeared in Yedioth Ahronoth on Friday that spoke of diplomatic talks between Israel and the two Arab countries.
In November, an Israeli delegation headed by Foreign Minister Silvan Shalom is to travel to Tunisia to participate in a UN conference on information.
