As a civilian, and if he's never been in the military, he's able to wear whatever he wants, as long as he's not trying to impersonate an officer........ Too bad there isn't a law against impersonating a mayor...

The interesting thing that I noted was that as the camera's scanned the crowds there wasn't much chocolate there. Oh how stupid of me...they are all over here in Texas on our dime!!

I just remembered, I think there is even an exception for one medal in particular.....The Congressional Medal of Honor. Absolutely NO ONE is allowed to wear one if it has not been awarded to you. But I could be wrong..........
