This is clearly somebody stoned on Mary Jane. I heard that laugh a thousand times during my college days. Either David is a pothead who got his hands on some REALLY powerful weed, or he's a novice who toked up for the first time. Either way, those are not the giggles of a drunk. It also sounds like his voice is hoarse from the smoke.
