There's somewhere between 10-15 million. They send back BILLIONS to Mexico. If Kaloogian manages to put in jeopardy even 5-10% of that money then Mexico is in trouble and needs to bargain to stop such a proposal.
It's like Strategic Defense Initiative with the Soviets.
In this case though its addressing where the money is.
