I understand. I just think 5 years is a little harsh when there were no injuries and no property damage.

That's the problem . . . if you wait until there are injuries or property damage before punishing people harshly, it's too late (in the case of someone who doesn't have mandatory auto insurance).

If someone gets in an accident with no license or insurance and there are injuries and/or property damage, then they should never be permitted to drive again. Call it the "capital punishment" of motor vehicle laws.
