Yes but his administration was not allowed to put his National Security team in place since the RATS were holding up confirmations. Not only that but we don't know how much information was destroyed by the Clintonistas. We do know that ABLE DANGER was supposed to have been fortunately courageous military men stopped that.

You believe just because Bush was sworn in all he had to do was wave his magik wand and all would be revealed?

There's the director of CIA. GWB kept Klintoon's director, Tenet, did he not?

So let's see, that leaves Rumsfeld. He was sworn in on January 20th, 2001.
