I don't know if I would characterize this as being too passive. Everything you said is correct but we tend to be more reactive than proactive. That's good in many cases, such as GWB giving Democrats the rope to hang themselves with, but it also means we too often fail to promote what we know is the best course for the country. Both approaches have their benefits and problems but most Freepers seem to prefer more proactivity.

We do seem more pro-active for good reasons. either we do it now with not so much turmoil and emotional energy overload on us or we do it later when we have to drop everything to beat away the Anti American Socialist Armies descending on us. Conservatives are good at preparing for the Future, this is just another way like Buying Car Insurance for getting in on IRA's, but we would prefer to be left alone to lead our lives the way we see fit.
