Iran's clerical regime is more Likely to hurt itself if it were to follow through on oil boycott. As a net importer of refined fuel, any such threat will hurt, an already ailing economy, something it can ill-afford.

Fools like that always threaten boycotts but they keep selling oil because it's the only thing that keeps them in power.
