Bali-type blasts averted with arrest in Goa

Two days after the arrest of a Tehrique-ul-Mujahiddin (TuM) terrorist in Goa, the State police have learnt that the Pakistan-based terror outfit had planned to carry out blasts at tourist spots here following the pattern of the 2003 blasts in Bali, Indonesia. Goa's tourist spots, major infrastructure establishments as well as airport and railway stations were also on the target of the terror outfit.

A trained radiologist, Tarique Jalal, had escaped from the clutches of the Jammu and Kashmir Police in 2002 and was missing since. After initial training in Srinagar, Tarique underwent two years training in Muzaffarabad and was despatched to Goa as part of a well-coordinated plan to spread the terror network in South and West India.

Goa Police on Friday seized one kg of RDX, two hand-grenades, two detonators and two cameras from Tarique, who was plotting to target vital establishments in Goa.

"He has confessed that the targets were tourists spots, establishments like Mormugao port trust, oil dumps, airport and railway stations in Goa," stated Director General of Police (DGP) Neeraj Kumar.

His arrest at Margao railway station in Goa was Tarique's second encounter with the police after almost three years. "In 2002, he was taken into custody by the J&K Police and was taken to identify the spot for militant training in Srinagar from where he escaped and after that went missing," the DGP said. Officials of the central intelligence agencies have arrived in Goa and would interrogate Tarique.

Tarique has confessed that he was working for TuM which operates from Muzaffarabad and is an off-shoot of the Lashkar-e-Tayyeba (LeT). This outfit rarely operates outside the Kashmir Valley but Goa was an exception

Tarique had set up a base in Goa and was being financed through hawala channels from Pakistan. He was living under an assumed name in a rented flat at Sirvodem near Margao town Madgaon.

Police zeroed in on Tarique after he made some calls to Srinagar. He was allegedly involved in creating "sleeping cells" of LeT in Mumbai and other places in the metropolis.

A ticket found from his possession showed he had boarded the train from Delhi's Hazrat Nizamuddin Railway Station.

The DGP said that Tarique was planning a Bali-type terrorist strike in Goa which attracts hundreds of thousands of tourists from all over the world. Tarique was under instructions from his handlers to specially target Goan beaches with their preponderance of British, American and Israeli tourists.

Goa is also significant from the defence point of view as there are two very important naval bases in Goa besides important ports, harbours and water channels. The police are trying to ascertain whether some of Tarique's cohorts are still at large.

The article misses another critical factor. Goa has a very large Roman Catholic population due to it's colonial roots as an outpost of Portugal.
