Stoat, you got it right. These "Parents" screwed up big time, and it could easily have cost their child's life. Human debris like this are out there, and they need to be tracked down and shot on sight.
My guess is the solution will be to now offer all prisoners released from jail, rides home....
And they will justify it by saying, "This type of horrible event would never have happened, if we had just given Mr. Nez a ride home."

Agreed, and thank you for your kind words. :-) I'm puzzled, however. They were both out of their cars, fueling their vehicles. So, either their gas caps weren't the locking kind (WHAT???) or their gas cap keys were on a separate ring. Considering that it's the LAW everywhere in the USA that I've been to shut off your vehicle when you are fuelling it, it makes no sense to have the gas key and the ignition key on different rings, since you have to have the ignition off when you are at a gas station and so it's useless to have the key in the ignition. I would think that any police officer in particular would recognize the value of "automatically" removing the keys from the ignition when you are fuelling your vehicle.
Their behavior raises a LOT of questions about their parenting as well as their basic, day-to-day habits.

Many vehicle caps have a dash release,no need for a key locking cap. Those things are a pain,and I have had a half dozen!
However their shooting at the car does need review as the chance of disabling the driver over a vehicle speeding away from you is rather low for the average shooter. Not to mention the stray bullets.
I suppose aiming for the back window is the most likely to be effective since shattering glass is a plinkers way to get kicks.

Aren't you referring to the gas cap DOOR? And isn't that a pretty easy thing for a screwdriver-equipped thug to pry open? Whether I were a cop or not, I would have BOTH.

They've never bothered me much, and I've always used BOTH when I've had a vehicle with a latching gas cap door.....those little doors seem pretty flimsy to me and easy to defeat by a standard-issue thug equipped with a standard-issue screwdriver.

Unless you're shooting at an angle to the glass in which case there's a good chance of ricochet and collateral damage.
