My response is gonna sound cold blooded.
But if someone is too poor to afford condoms, I don't want them raising children. That is not the group that needs to be encouraged to have kids.

I never said anything about ENCOURAGING them to have children. I am, however, STRONGLY opposed to government directed attempts at population control no matter what the stated reason. Instead of government sponsored programs aimed at preventing child birth, welfare reform is a better approach. (Reform aimed at ending the victim/entitlement mentality)
