This may be true. It is undeniable that 17 of the 9/11 group were Saudi's. Saddam was funding Palestinian extremists, as was Saudi Arabia. KSA did not crack down on their homegrown terror cells until their economic interests in the kingdom were threatened. This is termed reluctant cooperation.

It is indeed. And everybody in the Bush administration knows it. The Saudis are not our friends. Nevertheless, they have something we want and it would be contrary to our interests to act honestly and ethically towards them. Instead we refer to them as allies. This is called politics.
I can tell you for a fact that most of the SA students are/were funded by that Government. - They were mostly terrible students.
In fact, the House of Saud owned most or all of Flight Safety International, right in Vero Beach.
However, I do not know the present arrangememnts.
Osama is no fool he selected the terrorists because: 1) Saudis were not likely to stay illegally hence had less restrictive visa requirements facilitating their egress and exit; 2) it was a means of turning the less discerning against an ally when the nationality of the attackers was revealed; 3) Saudis actually had the sophistication necessary to pull off such an operation which required blending in and the study of technical knowledge.
