Being sworn in as Governor of Texas for the first time. Can't be certain from the angle, but it almost looks like a young Alberto Gonzalez is swearing in the then-new governor.

I don't think startled is the word for it.....if that was Clinton and one of his hands were not in the photo, I could understand the expression...LOL
