If I may play Devil's (Dem's) Advocate for a moment, how does this prove "that not only there were non Iraqi Arab terrorists in Iraq before the war but they were also trained by Saddam regime on how to become suicide bombers?" This looks to me like either a training manual or a proposal for establishing a training program. It doesn't say that anyone was actually trained.
What is the context of this document - the title, other items contained inside, etc.? Is it a historical record of actions taken? Or is it a planning document where they're trying to set up a program?
And thanks very much for all your hard work.
