You are confusing the term "immigrant" with "citizen" and "naturalization". As I corrected you, there is no requirement for an "immigrant" or green card holder to have any basic English skills. Someone can immigrate to the U.S. and never learn English while holding a "green card" forever. Indeed, if they wish to become a U.S. citizen they will need to learn rudimentary English.
